A Manchester Couple who allowed five children to live in a filthy and unsafe home were arrested by the Manchester Police Department.
The situation came to the attention of the police around 11:30 am on January 7th of this year.
At that time a young boy on 407 Lake Ave was yelling out a window saying he could not get out. This was seen and reported by a Department of Public Works employee.
When officers arrived on the scene they heard the boy yelling and saw him in the sunroom with bars on the window. Police also smelt a strong odor when they knocked on the door.
A man answered the door who was identified as 36 years old Steven Legault. Who after hesitating let police in the house to check on the well being of the child.
The Police found the home in deplorable conditions with the odor of urine and feces. Animal waste was also found on the floor with trash throughout the house.
The Sunroom was gated with the door shut. When Legault opened it police saw a wet discolored mattress with feces on the floor.
Along with the boy in the sunroom there were four other children who were all under the age of 14. The five children were removed from the home due to unfit living conditions.
Through the course of the investigation, police were able to issue warrants for the adult members of the household, Legault and 35-year-old Candace Krauklin.
The couple was arrested on January 26, 2023 and charged with felony Criminal Restraint and 5 counts of Endangering the Welfare of a Child. Krauklin also faces a felony charge of Witness Tampering. Both will be arraigned today in Hillsborough Superior Court North.
