TOLLAND, Conn. — Connecticut State Police troopers were responding to a medical call when a man allegedly drove onto the scene in an SUV flashing red and blue lights, offered to help and claimed he was a federal officer.
What followed was an investigation that ended with handcuffs, seized equipment and an arrest.
State Police said troopers assigned to Troop C in Tolland responded to Baxter Road at approximately 1:51 p.m. on August 8 to assist EMS with a medical call.
While troopers were at the scene, they were approached by a man later identified as 58-year-old Kurt Hoss of Tolland.
Police said Hoss arrived driving a blue Mazda SUV equipped with visible flashing red and blue lights.
Hoss allegedly approached the troopers and asked whether they needed assistance.
That immediately raised a question.
Who was he working for?
When troopers asked which agency he represented, Hoss allegedly told them he was a federal officer before leaving the immediate area.
But the encounter wasn’t over.
A short time later, troopers spotted the same Mazda parked behind State Police cruisers. According to police, the vehicle’s red and blue lights were still activated.
A check through the Department of Motor Vehicles confirmed the SUV was registered to Hoss.
Troopers questioned him again.
This time, State Police said Hoss told them he worked for “Special Forces.”
Troopers then asked Hoss to provide legitimate law enforcement credentials.
Police said he couldn’t.
Troopers instructed Hoss to get out of the SUV as part of their investigation and placed him in handcuffs for safety.
What investigators said they found inside the vehicle only intensified the situation.
According to State Police, an inspection revealed multiple red and blue light bars attached to both windshields, additional flashing lights underneath the SUV and a radio communication scanner.
Police also reported finding two sets of handcuffs and keys sitting on the front passenger seat.
Troopers said another pair of handcuffs was discovered in a pouch on Hoss’ belt.
The equipment was seized as evidence.
Based on the information and observations gathered during the investigation, State Police arrested Hoss and transported him to Troop C for processing.
Hoss was charged with impersonation of a police officer and improper use of colored or flashing lights.
Police said he was held on a $25,000 cash or surety bond.
Hoss was unable to post the bond and was transported to the Hartford Correctional Center pending his August 10 arraignment at Rockville Superior Court.
