Several Massachusetts and Connecticut defense contractors have been awarded more than $479 million in new U.S. Navy and Department of Defense contract actions supporting undersea warfare, presidential aircraft modernization, naval propulsion systems and military energy infrastructure.
The largest award announced went to General Dynamics Mission Systems of Taunton, Massachusetts, which received a $229,658,178 fixed-price incentive modification to a previously awarded contract for the procurement of 188 additional Hammerhead units and eight complementary peculiar support equipment sets.
According to the Department of Defense, work on the contract will be performed primarily in Taunton, Massachusetts, with additional work taking place in Braintree, Massachusetts; Lincoln, Nebraska; Wilmington, Massachusetts; and Accident, Maryland. The project is expected to be completed by October 2028.
Fiscal 2025 Navy weapons procurement funding totaling $229,658,178 will be obligated at the time of award and will not expire at the end of the current fiscal year. The contract action was not competitively procured under 10 U.S. Code 3204(a)(1), which allows for a single responsible source. Naval Sea Systems Command in Washington, D.C., is the contracting activity.
Sikorsky Aircraft Corp., a Lockheed Martin company based in Stratford, Connecticut, was awarded a $107,289,338 cost-plus-fixed-fee, firm-fixed-price order under a previously issued basic ordering agreement.
The order provides for the design, integration and testing of the Power Margin Increment Two main rotor blades for the VH-92A Presidential Helicopter. The work supports development, integration and qualification of an improved main rotor blade design intended to increase aircraft power margin and enhance operational performance.
Most of the work will be performed in Stratford, Connecticut, with additional work in West Palm Beach, Florida; Fort Worth, Texas; and King of Prussia, Pennsylvania. The effort is scheduled for completion in March 2031.
The Department of Defense said $18,424,287 in Fiscal 2026 Navy research, development, test and evaluation funding will be obligated at the time of award. The order was not competed. Naval Air Systems Command at Patuxent River, Maryland, is overseeing the contract.
Bird-Johnson Propeller Co. LLC of Walpole, Massachusetts, received a $98,701,174 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the commercial depot-level overhaul of Navy controllable-pitch propeller hubs and oil distribution boxes.
An initial $362,706 will be obligated with the first task order at the time of award. The work will be performed in Walpole and is expected to continue through July 2029.
The Department of Defense said Fiscal 2026 Navy operations and maintenance funding in the amount of $362,706 will expire at the end of the current fiscal year, while future funding will be obligated through subsequent task orders. The contract was not competitively procured under 10 U.S. Code 3204(a)(1), citing only one responsible source capable of meeting agency requirements. Naval Surface Warfare Center Philadelphia Division is the contracting activity.
NORESCO LLC of Westborough, Massachusetts, was awarded a $44,318,672 firm-fixed-price energy savings performance contract task order under a previously awarded Department of Energy indefinite-delivery/indefinite-quantity contract.
The task order supports energy improvements at Naval Base Ventura County, California, with work to be performed in Port Hueneme, Point Mugu and San Nicolas Island. The project is expected to be completed by September 2028.
The Department of Defense said the exact value of the task order will be determined through financing at the time of award, and no funds will be obligated immediately. The contract was competitively procured with 15 offers received. Naval Facilities Engineering and Expeditionary Warfare Center in Port Hueneme, California, is the contracting activity.
The newly announced awards highlight continued Defense Department investment in naval weapons systems, aviation modernization, fleet sustainment and military installation infrastructure while directing significant contract work to facilities in Massachusetts and Connecticut over the coming several years.
