Hartford, CT – On Dec. 15, 2025, a Superior Court jury found Chan Williams-Bey, 30, of Hartford guilty of:
- Manslaughter in the First Degree with a Firearm (C.G.S. § 53a-55a)
- Assault in the First Degree (C.G.S. § 53a-59(a)(1))
- Violation of Conditions of Release in the First Degree (C.G.S. § 53a-222)
And was sentenced to 51 years in prison for the shooting at a Hartford gas station that left one man dead and another wounded.
On Aug. 6, 2023, Hartford Police Department officers responded to the Sunoco gas station on Westfield Avenue after receiving a ShotSpotter activation and multiple 911 calls reporting gunshots.
When officers arrived on scene, they found Jordan Phipps, 24, of Hartford, suffering from a gunshot wound. He was pronounced deceased at the scene. A second victim later arrived at Hartford Hospital with a gunshot wound in the leg and survived.
The surviving victim was able to positively identify Williams-Bey as the shooter. Investigators corroborated that account using security camera footage and surveillance video from the gas station, which showed the defendant arriving in a red Dodge Charger.
The video captured Williams-Bey exiting the vehicle, approaching the convenience store, engaging in a brief discussion with the victims, and then producing a firearm and shooting both individuals before fleeing the scene.
