WORCESTER, Mass — The Massachusetts Cannabis Control Commission announced Wednesday that adult-use marijuana establishments have surpassed $8 billion in gross sales since the state’s recreational market launched in 2018, following a record-setting first half of 2025.
According to data published to the Commission’s Open Data platform, sales from Marijuana Retailers, Delivery Operators and Couriers, and Microbusinesses with Delivery Endorsements reached $8.033 billion as of July 11. The $8 billion milestone was officially crossed on June 28 — just 226 days after the state reached the $7 billion mark in November 2024, the second-fastest climb between $1 billion benchmarks in the market’s history.
The first half of 2025 was particularly strong, generating $806 million in gross sales between January and June. Monthly records were set in January ($133.2 million), April ($134.5 million), and May ($142.3 million), with May being the highest-grossing month of the year so far, averaging $4.57 million in daily sales.
“The Commission is glad to see the Commonwealth achieve another adult-use cannabis sales milestone, which demonstrates that consumers continue to have confidence in the safety and security of the regulated market,” said Commission Executive Director Travis Ahern. “As we anticipate the arrival of Social Consumption businesses… we look forward to increasing economic growth for Massachusetts.”
Key Data Highlights:
- Most Popular Products: Cannabis flower led all product categories in 2025 retail sales, grossing more than $338 million through July 6. Vape products followed with $168.8 million, and raw pre-rolls accounted for $116.4 million.
- Top Sales Days of 2025 (so far):
- July 2 – $7.05 million
- April 17 – $6.34 million
- April 18 – $6.30 million
- Equity-Focused Business Growth: Delivery Operators and Couriers — license types reserved for Social Equity Participants (SEPs) and Economic Empowerment Applicants (EEAs) — alongside Microbusinesses with Delivery Endorsements, reported $10.6 million in sales during the first six months of 2025, up from $7.89 million during the same period in 2024.
- Licensing Updates: Through July 10, the Commission issued 40 notices to commence operations, pushing the total number of operational adult-use and medical-use licenses to 754 — a 12% increase over July 2024. Of those, 71 licenses (9.4%) are now inactive. Since January, the Commission has approved 22 provisional and 41 final licenses.
- Tax Revenue: Adult-use cannabis products are subject to a 6.25% state sales tax and a 10.75% excise tax. While the Commission does not collect or allocate tax revenue, the Massachusetts Department of Revenue reported that cannabis taxes generated more than $264 million in fiscal year 2025 through the end of May — about $12 million more than during the same period in 2024.
The Commission noted that these gains come ahead of the anticipated launch of Social Consumption businesses — a new license category that will allow consumers to use cannabis products on-site at designated locations.
