A former teacher from New York listed as a sex offender was arrested Monday by New Hampshire State Police after he failed to report his sexual offender status upon moving to New Hampshire.

Charles Oross, 57, of Monroe, New Hampshire was 44-years-old when he was arrested in December 2011, and charged with second-degree rape, third-degree rape, second-degree criminal sexual act and endangering the welfare of a child.

According to a report released by a Special Commissioner of Investigation for the New York City School District, Oross was a teacher assigned to I.S. 238 – the Susan B. Anthony Academy at 88-15 182nd St. in Jamaica, New York, when he had a sexual relationship with a 13-year-old female student who attended the school. 

The Special Commissioner of Investigation said Oross also engaged in inappropriate e-mail and Facebook communications with the girl.

Oross was a Social-studies teacher, a husband, and a father when he began a 14-month sexual relationship with the 13-year-old female student. He had sexual contact with her 10 to 14 times at the school and in his car, according to a report by the Special Commissioner of Investigation. 

Queens Supreme Court Justice Richard Buchter sentenced Oross to six months in jail, ten years probation, register as a sex offender, and participate in a sex offender program.

Justice Richard Buchter called Oross “A disgrace to a noble profession.”

On Monday, April 21, 2025, Oross was arrested by New Hampshire State Police following a lengthy investigation by members of the New Hampshire State Police Sex Offender Registry which revealed that Oross had relocated to New Hampshire from New York and had never registered as a Tier III offender.

Oross has been charged with violating NH Duty to Report, a Class B felony. He has been released on personal recognizance bail and will be arraigned in Littleton District Court at a later date.
