Following a motor vehicle stop on Route 95, in the City of Pawtucket, Rhode Island, Javari Coulburn, 22, of Woonsocket, Rhode Island was arrested by Rhode Island State Police.
Coulburn was arrested on a warrant for unnecessary cruelty to animals.
Coulburn was processed at the Lincoln Woods Barracks and then turned over to the Woonsocket Police Department.
