Chicopee – A Westfield man has been arrested following an investigation into alleged fraudulent use of SNAP/EBT benefits at a Chicopee smoke shop.
According to authorities, the investigation began on March 9 when a federal investigator with the U.S. Department of Agriculture’s Special Investigations Unit contacted the Chicopee Police Detective Bureau regarding suspected fraud activity in the city.
The investigation centered on Adham’s Smoke Shop and an employee, Mohamed Yahiya, 47, who is accused of orchestrating a scheme involving SNAP/EBT benefits. Investigators allege that Yahiya directed individuals to use their benefits to purchase large quantities of energy drinks from a wholesale retailer, then bought the products back from them at a reduced cash price.
Over the course of several weeks, an undercover investigator conducted multiple transactions, purchasing more then $1,700 worth of merchandise and receiving cash payments totaling over $1,000. During one interaction Yahiya allegedly offered additional money as an incentive to bringing in others to participate.
Authorities say that during a follow-up visit on March 18, additional violations were observed, including the use of EBT benefits to purchase ineligible items such as tobacco products. Some of the cigarettes were reportedly sold at discounted prices and lacked proper Massachusetts tax stamps.
On March 27, investigators executed a search warrant at the business. During the search, officers reported locating marked merchandise connected to the investigation, along with cigarettes bearing out-of-state tax stamps. Additional items, including suspected marijuana products, were also recovered.
Yahiya was taken into custody and faces multiple charges, including several counts related to food stamps trafficking, improper use of assistance funds, possession of unstamped tobacco products, illegal tobacco sales, and drug-related offenses.
Officials stated that the investigation remains active, and additional charges or arrests may follow.
