In East Haven, CT, what began as a routine proactive patrol targeting reckless driving quickly escalated into a foot chase, a physical struggle, and the recovery of an illegal firearm.

On April 15, 2026, at approximately 11:47 a.m., officers assigned to a proactive crime suppression detail in the Frontage Road area observed two motorcycle operators driving recklessly eastbound before pulling into a restaurant parking lot. Officers located both motorcycles and determined that one of them was unregistered after checking registrations.

Moments later, as officers made contact with the operators after they exited the restaurant, one individual ran.

Police identified him as 33-year-old Julian Rosario of Wolcott Street in New Haven. Rosario fled on foot through the parking lot, triggering an immediate pursuit. Officers caught up to him in an adjacent parking lot, where the situation turned physical as they attempted to take him into custody.

During that struggle, a loaded magazine fell to the ground.

Investigators say a firearm was then recovered from Rosario’s waistband and later determined to be a ghost gun, an untraceable weapon with no serial number.

Rosario was arrested and transported to the East Haven Police Department, where he now faces multiple charges including possession of a pistol without a serial number, criminal possession of a pistol, interfering with an arrest, reckless driving, operating an unregistered motor vehicle, and possession of drug paraphernalia.

Authorities say Rosario is actively on parole, adding another layer of seriousness to the arrest. He was held on a parole remand along with a $500,000 bond and was transported to court on April 16, 2026.

The sequence is direct and fast-moving. Officers spot reckless driving, initiate contact, a suspect runs, a struggle unfolds, and a ghost gun is recovered. What starts as a traffic-related observation turns into a weapons arrest involving an individual already under supervision, reinforcing how quickly routine patrol work can shift into high-risk enforcement.
